Fulcrum Infrastructure, owners of NHS LIFT developers Building Better Health and Renova Developments, is amongst one of twenty firms on the shortlist for the NHS LIFT Express framework which has been announced by the Department of Health.
Under LIFT, primary care trusts (PCTs) and private businesses jointly fund companies, or ‘Liftcos', which plan and provide investment in new primary care facilities.
It is proposed that LIFT Express will allow all PCTs to conduct ‘fast track' procurements via the LIFT programme. Under original LIFT agreements, PCTs worked with development partners that create healthcare facilities in their area under contracts typically longer than 25 years. The new framework will essentially provide a simpler procurement route, allowing PCTs to choose a partner to work with, without being tied into a long term contract, and therefore stimulating new health developments across the country.
Building Better Health has a track record of success in LIFT, as the Private Sector Partner in three original London NHS LIFT Projects, (West London covering Ealing, Hounslow and Hammersmith & Fulham, South West London covering Merton, Sutton, Wandsworth, Croydon, Kingston, and Richmond & Twickenham and Lambeth Southwark and Lewisham). Renova Developments also has similar experience as partner in three projects in the northwest (Halton and St Helens, Knowsley, and Warrington).
Between six and 10 of the 20 shortlisted firms, will be invited to join a national partnering framework. PCTs that are not currently in a LIFT will be invited to select joint venture partners from this pre-approved panel to set up their own Liftco.
